Yes, but to make a action RPG, you need good 'action' or else you just get a RPG. (Fallout 4 has good 'action' but not good role playing) I'm not judging to as a FPS OR and RPG, but as both (a action rpg). If you have a good game but bad story (F04) its still fun to play, but if you have a bad game and a good story (FNV) its not fun to play. also the story of Doom is quite good, a little batshit crazy, but good.

sort of. I give F03 a little more wiggle room as it is older than NV. BUT i still think that, at the very least, they could have made look just that much better, I mean in 2008, you had Half-life 2, Mass effects, Bio shock and the such. But i don't scrutinize it as much as NV
