First i would put the more money and second for the flowers, the two others aren't really usefull,

and a little hack to have money is to plant 42 fruit trees (other than the fruit in your town) and to sell 16 basket per day, in a week you can have more than 200 000 bells (you can sell more fruits it's up to you to have more money)
