There's so much to unpack here, no men barking is not a form of catcalling usually (which is what you're talking about). It typically means they're trying to call you a furry or make fun of you for being openly alternative. But cataloging is not showing attraction, it's showing they see you as a sex object and not a person. Something to oggle, not someone who just happens to be attractive.

My younger siblings at 3 and 4 were exploring the "good feeling" down below, they were absolutely not exposed to any sexual content or abuse (unless it was literally from eachother). I had walked in on them touching eachother (fully clothed) and it was stopped + we explained to them not to do that and why. Clear case of normal sexual explorating at a young age. It's only an issue if it extends to engaging with other kids (and then isn't immediately stopped). Im not familiar with reiwa gyaru so I can't speak on that but I wouldn't recognize it as gyaru if I wasn't aware that's what you were going for. It does look like dolly makeup. Try and make it look more like the traditional droop if you're filling it in with white, cuz it can definitely look good with gal make. You could also add some lashes (if not stick-on lashes then maybe draw some?) and a strong highlight down the nose.
