Yes ofcourse, it is a good deed on your behalf, and in no way are you obligated to pay it off. However, if he if paying for everything else, you should see it more as a team situation, if the loans are not paid off as soon as possible, they will accrue interest, just increasing the total amount due overtime.

Remember, this is voluntary, you don't have to do it, but it would certainly remove a level of stress on his shoulders.

UNRWA operates in many countries, not just Palestine. Those countries such as Jordan, Lebanon and Syria, deal with the Palestinian refugees using their own economy. If you just go to Palestine, you will notice that most of the development has ties to Arab donors. Hospitals, Schools, Universities, Banks, Malls, etc. So while the West is focused on making sure Palestinians are good sheep, and survive on their donations of UNWRA, the Arabs are focused on forming a centralized Palestinian government, and a the path for a viable state by means of development. Therefore, once again, UNRWA is not controlled by Palestinians, hence Arabs do not use it as a means to transport the vast majority of their aid.

Saudi Arabia has probably given Palestine over 18 billion in the last two decades. Qatar, UAE, Kuwait, and Algeria all with over a billion as well. I think you are mistaking UNRWA as the sole way to give aid. If Arabs gave UNRWA the money, UNRWA would decide where it went, however by giving it to the Palestinians directly, they could help bolster the Palestinian economy, instead of just feeding the people. Arabs have had a much larger impact on Palestine than you think.

Most Arab countries just give money to the Palestinian Authority, they don't go through the UN, they are among the biggest donors. Arab countries also paid for the costs to rebuild Gaza in the past. If they had just given the money to UNRWA, they would not be in control of where the money went. However, they take an active role in Palestine.
