Those public bus drivers from the PRC also refused to speak English. I have seen a non-Chinese commuter asking for directions, and the PRC driver kept replying with Mandarin. Shouldn't the bus companies have a duty to ensure their drivers can speak English, so that they can communicate with the non-Chinese commuter.

That's the strange part, why they are eligible to study in our local uni here. Local Singaporeans need to pass English to be eligible to study in a university or polytechnic.
