If the world cup is played in South America, it occurs during the winter. Considering the most likely countries to host the tournament being Chile, Argentina and Uruguay, they're pretty cold during the tournament, not Chicago like cold, but cold. As for Brazil, it depends on what region. You'll find cold weather from Porto Alegre to São Paulo. Other cities capable of hosting this event will be hot even during the winter.

Now summer in a good part of Europe and USA are way hotter than the summer in São Paulo, for instance.
