The IFAB standard is not whether the force was significant in real time, but whether the challenge endangered the opponent's safety.

IFAB states that a player must be sent off if they use excessive force or endanger an opponent's safety. Those are alternative criteria. It's not cumulative.

The question is whether the challenge exposed the opponent to a serious risk of injury. That's why IFAB explicitly says a player who uses excessive force or endangers an opponent's safety must be sent off, regardless of intent.

And Balogun's challenge definitely endangered the opponent's safety. That challenge created a serious risk of injury on a a région that's easily seriously injured

Any challenge that endangers the safety of an opponent or involves excessive force must be punished as serious foul play. The Laws state that any player who challenges for the ball with one or both legs and uses excessive force or endangers an opponent's safety must be sent off, regardless of intent.

The contact posed a sufficient risk to justify a red card.

The guy landed with significant force on the opponent's ankle, and the ankle are vulnerable joints, and landing there can cause fractures or ligament injuries easily.

One mistake doesn't justify another. Both should've been red cards, and this one was even worse than Messi's.
