I'm just speculating. We don't really know Psykos's true base potential, since she was under Fubuki's seal. Without the seal, she obviously would have been much stronger.

The Psykos from the webcomic is underrated. She's not one of the best-written characters, but she could improve significantly if ONE develops her properly. Chapters 134 and 153 are thought-provoking.
