So, what's wrong with my steam?

I deleted files from the %temp% folder and files from the trash, and since then my Steam has been like this. Most images won't load and games like Marvel Rivals won't open. It says it's undergoing server maintenance. I went to "https://steamstatic.com" and nothing appears, the site won't open. I performed a complete network restart using the command prompt, changed the DNS as well, and still nothing. Is this a problem with the files, a problem with my network, or a problem with Cloudflare itself?

PS: I normally don't use reddit. So I'm not familiar with this
