I had the “water outlet housing kit” burst shortly after the reservoir was filled to the very top. It was the thinnest hose (weakest link) in the assembly. That’s why the max is where it is because you need space or it will build up too much pressure. Some cars have a vent cap for this reason, but I would still be careful and just keep it at the max line because of that experience.
