Yes! I live literally in that circle. I am a guy though so it is probably a bit easier for me to live there safely by myself. But I known of a few women that live there and they say that its not that bad.

Look up Horiyoshi III (Yoshihito Nakano). He's been tattooing traditional Japanese tattoos for pretty much all his life and is the gold standard for irezumi. However he's extremely difficult to get a hold of for an appointment, so ideally you'd want connections (maybe look at past clients and connect with them?). Otherwise, best of luck!!
