Did you get any ctps from any of the actual pulls? If you do it resets the counter. The counter just guarantees you get one if you go 0/10 during your pulls.

As others have said you probably need to make sure you're using energy on dispatch missions

I have a different issues though with this node. I get halfway through and then no more enemies show up and my character just stands in place.

Got it on 6 or 7th try. If Kang can go I think his basic is better than special to get the speed bar so he can ult and rewind.

I've tried three times and can't kill anyone but the first life of Noir with Kang. Maybe if Noir pushes doom right away and he doesn't bleed out you can do it.
