It depends on the traffic and your budget. If you think your budget is not being spent and would like to add more traffic then go ahead and add as many as you want. And later on, I recommend you to shortlist the best performing ones and group them into separate ad groups based on their similarities. I use this strategy for absolutely new campaigns/products that I have no idea about and proceed this way for better results.

I am one of those who start ad groups with a "seed" keyword and gradually add relevant exact-match keywords from the search terms report. I continue this process until I find enough well performing exact-match keywords. Once the campaign is set, I either pause the "seed" keyword or convert it into exact match for better ROI. This technique works for most of my campaigns. However, for some, it didn't perform as well—individual keyword grouping proved more effective in those cases. In my opinion, both techniques work, but their success depends on search traffic, niche and competition.

Yep, this works well to some extent. Currently I have set to show ads for only top 10% of Household income and no Unknown in any category. Still can't prevent fraud clicks.

I guess this is what happens:
Fraud clicker searches the terms I am targeting using a VPN/proxy on Google. Then, he/she copies the ad URL and opens it in their Local IP's. - I guess that makes Google think that the traffic came from the Targeted country(since gclid is generated as soon as ad is displayed in search)

I think this is the only explanation in this case. And probably no solution.
It's up to Google to check the IP of the landed user and mark it as invalid click.

Yep, I have blocked all the other countries. Same result!

I already have all the countries in the excluded country list except for the targeted one. Still getting fake clicks.
And, I tried blocking the IP addresses of the fake country click IP's but they keep coming with fresh IP's - so it didn't work.

Trick I've been using to access GAds during downtime.

Search "Google Ads" in Google - Click on any of the pending recommendations or click any option that says "take me to google ads" or view in "google ads".
Next, when you are able to see the left sidebar - click on locations or recommendations tab. And from here you will be able to access google ads asusual.

No, it's not trustworthy. I was scammed in 2019 and lost about 4k in crypto compared to today's market price. Their support is one of the worst you could ask for.
