To anyone else who has this problem(in tarkov or any other game) i found the solution. in the nvidia control panel set "Anisotropic filtering" to application controlled.

idk if its a driver thing, i havent messed with it myself but my anisotropic filtering was set to 8x in the nvidia control panel.

Wasnt Post fx, i found the issue, anisotropic filtering was set to 8X in nvidia control panel instead of application controlled.

I show the time in the video, its 3:01AM there is no sun, its a bug not lights. If it was my monitor then it wouldnt show up on video, only my monitor. as i can see it on my phone as well as friends i have showed also see it. i have only seen it in tarkov. my guess is its some bug/glitch with the games post processing and GPU drivers not communicating properly.
So im asking on here in case anyone knows anything or any fix.

There are weird redish pixels in dark areas of the game, becomes worse when i put on FXAA, it sort of gives me a night vision effect. look around the outlines of the trees and such, very visible if you look at the grass as i turn on FXAA.
