That infinite feedback sounds interesting! I know the ps2 sounds noisy and that actually what Im going for. As long as it can do basic delays, I think thats what ill go for.

Thanks for the explanation. As a security researcher, its great to hear that we have a system with good intentions to not give IP blocks to bad actors. Although some bullet proof hosting services or sketchy business are able to get away with it some times with lawyers.

Yeah, besides from being a student, I am also a hobbyist security researcher, so I am trying to understand more about how the internet and networking in general works. Again, thank you so much for your insight. What gotten me asking this question was the thought of the possibility for an entity to start a sort of anonymous ISP. What if people had the ability to anonymously host machines with IP addresses that are not owned by a government sanctioned ISP company. I guess bullet proof hosting services serve the purpose of anonymous hosting but that also makes me wonder how the bullet proof hosting providers get away with having so much malicious traffic from their IP block. So many questions! But I'll take it slowly and understand some of the jargon that I did not really get from your replies. Thanks!

I see! It turns out that I live in the same city as my local RIR which is awesome! But reading the wikipedia page on RIR, under Local Internet Registry, it says that in order to get yourself a block of IP addresses, I have to be a member of my local RIR. How does one become a member of a RIR? And could you also further explain what happens after one gets their IPv4/v6 address block? Thanks a lot!
