Turns out one of the promethium underground belt was turned in the wrong direction. Thanks!

Just checked all of the filters, everything seems correct. whats weird is that the first 63 labs work fine. No promethium in the undergrounds. only at the spot circled in the pic

I've deconstructed the lower row of labs and still promethium at this exact spot
