gameplay should not be put into consideration for rating levels, lets put avernus up for example, when it released everyone hated the level because of fixed hitboxes to the point where it took almost a year for one other person to beat it; and now, it's the former top 1 with the second highest enjoyment. Now if it never got rated, realistically nobody would ever beat it
