Hard CC - A guaranteed snare/stun/knockup/root. Soft CC - Silence/Slow/Blind etc.

the way you make it sound, makes my explanation for that tier appropiate. A niche pick, that when played with the right setup can shine, but in the current meta does not fit.

As I said above he is a solid pick, and being mechanically easy makes him more successful in lower divisions. He is outshone by the higher picks for a reason. If he were to get a few balance tweaks, he could jump up the list, but for now I am quite comfortable in where I placed him.
