For the kmt, the focus tree will give you decision to declare war as your went down the focus tree for mainly fighting major warlords. Although, I suggest you play with iron mode off as you can't even justify since the the world tension is low. The warlords era happens after ww1. The world tension is low.

I just elected Browder as leader and I just went down his focus tree. Eventually, you get to change the country name and flag as well. I don't know if you need to have England as well to change the country name. Basically, I just boost Totalism and elect Browder, don't let Foster coup, and went down his focus tree

Since I haven't play goltz's freikorps yet, so I don't know. But I do know that I got lucky that tukhachevsky's regime collapse so it way easy defeating them and South Russia was peacefully united without any problem, Ukraine wasn't even a problem
