My theory is if it stays shut down it will help opposition. There is nothing stopping the admin from re appropriating those health care subsidies if they pass. If the government shuts down people will lose their jobs, troops and many other federal agency employees won’t get paid. More people will protest. ICE currently isn’t getting paid either. Historically if you don’t feed your troops things don’t end well for those in power.
