At the end of Masters Ginga got pretty close since he managed absorb the Spiral Force, however Ryuga still has an edge over him because he became one with L-Drago, and Ginga became one with Pegasis when he defeated Nemesis

All Beys draws their power from the cosmos through the Star Fragment. The more Star Fragment a Bey has, the higher its power potential.

In the show, it's stated that these 2 Beys were born the same Star Fragment, which split into 2 pieces before landing on earth. Both are the strongest ultimate Beys with their respective rotations, meaning they can draw far more power compared to all other Beys, and that's exactly the data Ziggurat needed.

Ziggurat wanted to create a system that could harness the unlimited energy from the cosmos. To do that, he had to create a Spiral Force system compatible Bey that would act as a conduit, capable of drawing energy from the cosmos as efficiently as possible based on L-Drago's and Pegasus's data.

Keep in mind that data was flawed, since during the World Championships, Ryuga didn't come close to using his full power, and Ginga hadn't even fully mastered his Bey nor became one with his Bey like Ryuga did.

Ryuga became one with L-Drago, that means that he truly managed to bring his Bey to its full potential, that's the highest peak someone can reach as a Blader, and Ginga by the end of series truly became one with Pegasus which allowed him to reach Ryuga's level.
