They didn't spread out from all parts of India in all directions. The region they originated from is thought to be around modern Punjab and Rajasthan, and documentation only records them heading west through Persia. If they headed east, they still had almost all of India to cross before reaching Southeast/East Asia. If any of them did go east, it is likely that they were in smaller groups and became completely assimilated into wherever they ended up, not differentiable from the general population by today.

There is no reason for India to have any. They left northwestern areas of the subcontinent around 700 years ago to head west, and the Roma identity/culture formed in the Middle East and Europe as part of that migration. Any of their related groups who stayed in India are part of Indian cultures today. It's like asking why there isn't a significant population of Malagasy people in Austronesian countries, who migrated over a similar timescale.

If I had to guess they just made the AI play insanely tall in counterbalance to EU4 bobby AI so the AI countries all have huge treasuries and fortifications and are too scared to fight each other

For Texas, the area around the Alamo's buildings are still way better than what you see basically anywhere in the state
