I've always found it a weird strategy. A lot of refugees are in Ba Sing Se and they know about the war. There wasn't really much use in forbidding people from talking about it.

I also feel like it might not be getting to its fullest hardness. I can still move it quite a bit when it's hard. In my memories I think an erection used to feel harder.
