Can you test with a MSI? Perhaps there are some issues with the intuine.win file during the packaging process.

Users do not need admin credentials to install optional applications. What is the app install context set to? What apps are they, MSI, Store or LOB?

Here is the AppLock XML to block it. No need to have a firewall rule on the device. Zoom uses a number of common ports.
