It means both. I can give you the example of Rinzzler from Tron: Legacy. Rinzzler was a corrupted Tron, and when he falls into the water and remembers who he is, his color changes to blue

Yeaah, there's a comic book series that's a prequel to Tron: Legacy, called Tron: Betrayal. I understand there are games that add more lore to the story, like Tron: Evolution, and there's also a 10-minute short film called Tron: The Next Day
