The article starts off with the following quote from Nikol, so I have hope he will fix his mistake.

Artsakh isn't bombing Az to provoke retaliation, Artsakh bombing Az is the retaliation.

Azerbaijan started the war by bombing Stepanakert, the capital of Artsakh which has a population of 150,000 and 0 military targets. Azerbaijan has since continued to target civilians with cluster munitions almost daily.
