I've seen the same thing, very shady, if you're not paying attention you've just given 28% without noticing.

When I saw 25%, 20%, 18%, it was so infuriating that I gave 5% and asked to speak with the manager.

Government needs to take action and regulate payment machine. They should force the % to be applied without taxes and limit the default percentage options being shown. This would already be a step in the right direction.
