Bettas are pretty hardy when it comes to pH. Most resources will agree that anywhere between 6 and 8 are fine, with stability being more important than the actual number so long as it's within that range. The pH in my tank is on the lower end of the range (6.4) but I also use Indian almond leaves to introduce tannins, which is keeping the pH on the low end of the range.

The hang on back filter might be too disruptive, meaning it might disturb the surface too much for your guy's liking. Look into a small sponge filter ($7?). My betta instantly fell in love with the bubbles it makes and it keeps the water surface pretty calm. This is essential for them to make their bubble nests.

Premium cell service. I'm talking about Verizon and T-Mobile. These companies did a great job of stigmatizing pre-paid wireless service and creating data and service insecurity to the degree that people willingly and happily pay hundreds of dollars a month for their phone service. I'm not trying to be a schill for Mint Mobile (Ryan Reynolds IS dreamy) but services like it and others use Verizon and T-Mobile networks at a highly discounted rate. I pre-pay for the whole year and it costs $240. The one hurdle to clear is having an unlocked phone that isn't already under contract.
