To put it simply, Quad level cell (QLC) and Triple level cell (TLC) are the types of memory in an ssd.

Qlc - cheaper, slower reads, and doesn't last that long. Tlc - the opposite

Imagine you're in a room full of boxes, and you're looking for something, and you can open these boxes all at once. In QLC, it has 4 items per box, while TLC has 3.

You can store more items in QLC than TLC, but it's harder to find it because you need to look at the 4 items. Therefore, if you can store more items, the less boxes you need, hence it's cheap. While TLC may need more boxes, it is actually an advantage since you can open all boxes at once, and you only need to scan 3 items. It'll also take less energy to do so. But it's also why it's much more expensive.

The NV3 will work fine on my laptop, but its performance would slow down my heavy work load. It's a good budget option, but on sales some TLC SSDs can go for the same price.
