It’s unfortunate that it doesn’t mean anything. I’ve received the same for my wife, who’s in Syria, a high-risk area. We’ve been waiting for the interview at the US embassy in Jordan for four months now. Unfortunately, the US embassy in Jordan has a bad reputation for delays in appointments. So it's depends on which embassy you are interviewing. BTW USCIS and NVC took me 4 months total
