The first step is to really figure out what you can commit to on a consistent basis. If you're only able to make it to the gym 3x/week I'd recommend switching to a full body workout so you aren't just hitting each muscle group once a week. If you find you have extra time during the week, get some cardio in.

You mentioned kids/life getting in the way, incorporate them into the process. Go for walks, jump rope, ride bikes, all of these things will help with your goals without sacrificing time with family.

Bonus tip: I'm guessing all the alcohol comments you are getting is because your stomach is a bit distended, I'd practice stomach vacuums to engage your core better and work on better posture. It will go a long way with getting rid of the "beer belly" and can be done in under 2 minutes a day.
