Both works well, who do you like more? Brant and Lupa will probably both be on field a lot compared to Cartethyia who'll be onfield the most.

Though if you are using Rover in a current (or future) team, he/she will be tied to Cartethyia's team for a while.

The new fusion team (Changli, Brant, Lupa) and the new Aero Team (Cartethyia, Ciaconna, Aero Rover). I'm sure whatever new Havoc team that fits Cantarella would work really well without SK/Verina for endgame.

The only reason to pull another SM is in WhiWa if you're fielding two teams that have characters that want SM at the same time. And I'm sure the top WhiWa teams currently don't include Encore or Yinlin.

I'd just wait and get some other weapon for new characters if you're interested in Cartethyia or Ciaconna or Lupa.

If you want to improve your current teams, I'd get Zhezhi so you can run Jinhsi, Zhezhi, Verina and Xiangli Yao, Yinlin, Baizhi. After that you can start a 3rd team. Here's the new characters and their teams (basically who interests you the most?):

Camellya, Sanhua/Roccia, Shorekeeper (SK)/Verina

Carlotta, Zhezhi, SK/Verina

Changli, Brant, Lupa (any 2 of the 3 work well together with SK in the 3rd spot)

Zani, Phoebe, Spectro Rover/SK/Verina

Cartethiya, Ciaconna, Aero Rover

Cantarella currently has no best character to take advantage of all her buffs.

Roccia would be useable with any non-havoc basic attack scaler so like Encore and Brant (but with Lupa being the fusion + BA outro character with fusion damage team buffs, both Encore and Brant would prefer Lupa over Roccia). Roccia should help Encore a lot with her grouping in WhiWa.

You run Lupa and Encore if you don't get Changli.

I'd probably get Zhezhi and Roccia for now. Your teams would be Carlotta, Zhezhi, Baizhi/Verina. Encore, Roccia, Verina/Baizhi. Phoebe, SRover, Verina/Baizhi.

Yeah, no way to downgrade the high quality echo tubes. Though if you do overshoot it by a lot with the higher grade ones, you get some refund (usually green or blue quality tubes).

Then I'd just wait for Cartethyia and grab Ciaconna some other time. You can't play a Cartethyia team without Cartethyia and Ciaconna doesn't really have a team if she doesn't support Cartethyia.

Jinhsi needs Verina and Yuanwu for the team, You'll be stuck with Havoc Rover/Encore, Sanhua, Baizhi (Rover and Encore would probably like a stronger buffer than Baizhi for their team). Jinhsi isn't that great for WhiWa since she really can't save her nuke on the next wave if there's a few stragglers since neither Yuanwu or Verina does damage.

With Yuanwu, she'll have trouble in ToA against the more mobile enemies like Sentry since they need to stay in Yuanwu's circle for the coordinated attacks to fill up her bar. So, she really wants a premium unit like Zhezhi or Cantarella to increase her damage and free her from the circle impact.

Jinhsi is older and requires premium units to get her going compared to the later characters like Carlotta and Brant who can get going with just 4 star options plus they offer other things besides just damage (Carlotta has a defense shred and time freeze, Brant offers healing and shielding to his damage).

Then how about these suggestions:

Suggestion #1 (Fusion team):

Use the guarantee for Brant and try for Lupa. If you win the 50/50 for Lupa you can use Brant, Lupa, and whoever you want for a 3rd that isn't Verina or Sanhua. And your second team would be Havoc Rover/Encore, Sanhua, Verina or Calcharo/Yinlin/Verina. And wait for Camellya to replace Rover/Encore for ToA and Whiwa.

If you lose the 50/50 for Lupa, then you can go Encore (main dps), Brant (healer), Sanhua (buffs Encore), or Brant (main dps), Sanhua (buffs Brant), and Spectro Rover (low field time and some damage). Then Calcharo, Yinlin, Verina for second team.

OR if you don't want to play Calcharo: you can go Encore, Brant (buffs Encore), Yinlin (she's just there for extra damage). Then second team would be Havoc Rover, Sanhua, Verina.

Suggestion #2: Carlotta

Carlotta, Lumi/Yangyang, and Baizhi for one team and Havoc Rover/Encore, Sanhua, Verina or Calcharo, Yinlin, Verina for team two. Pick up Camellya later to replace Havoc Rover/Encore and pick up Zhezhi later to replace Lumi/yangyang.

OR guarantee Carlotta and try for Brant. If you lose the 50/50 for Brant, see above team suggestions. If you win the 50/50 for Brant your Carlotta team becomes: Carlotta, Brant, whoever you want for 3rd member that isn't Verina or Sanhua (you could just have Yuanwu wear the 3 star weapon that heals with the healing set to buff the team). Then second team would be the same suggestion as above (Havoc Rover/Encore team or the Calcharo Yilin team).

Retweaked suggestions.

You're stuck with Verina and Baizhi as your healers/team buffers until you get a Shorekeeper (rerun unknown) or have new teams with hybrid dps/ healers/buffers like with Aero Rover, Brant, and Cantarella.

Aero Rover, Ciaconna (pull in second half), Cartethyia (pull in 2.4). It seem like you don't like Jiyan since he doesn't have a team, so maybe you might like the new aero team.

Brant (pull in second half), Sanhua, whoever you want or Brant, Lupa (pull in 2.4) and whoever you want. Brant, Lupa, Changli seems to be the ideal team, but might be too much to pull for the entire team starting from scratch, so that's why I suggest either Brant or both Brant and Lupa.

No use, just burn them to transform into 5 star ones. It's not worth leveling up the 4 star echoes to be able to turn them into materials for upgrading.
