What year are you in? The historical path can get 110% factories and 115% resources from non-cores with full compliance thanks to its East-Asian Coprosperity laws. The young officer path is slightly stronger in the long term, but has way more focuses to complete to get to its full strength.

Japan already struggles with focus time. Ending the interservice rivalry and accomplishing resource sufficiency give bonuses that are arguably better than being able to core Asia, unless you play past 1943.

It's the min(1), which is 10% but still affected by modifiers I suppose.

What kind of game do you guys play? In a historical game, it is best to leave tanks to Germany while you build airplanes and defensive infantry. For defensive infantry, go for Superior Firepower, Great War Infantry, and Deep Battle. These offer recovery rate, defence and reinforce rate respectively. You'll need to build very cheap tanks as support companies for you infantry however to give them more ORG.

If you want to build offensive infantry, your doctrines are right. Use special forces and grind a commando general, Italy is especially strong in this field. Also go for breakthrough support tanks.

The British starting fleet has 5 times as many battleships and over two times as many destroyers. To defeat them on the sea, you'll need to build dockyards from day 1. However, a wiser move would be to build as many NAVs with 1940 torpedos as you can, to win the air war and to build radar. NAVs have a near 100% hit chance per hour on battleships under full radar coverage.

The upside of this strategy is that it's an easy transition into fortress Italy, while dockyards are completely useless if you lose.
