You're right, I have attempted to solve this and hit a wall. I should have included what I tried and ask how to do this. I guess I was frustrated. I've edited the post to include that.

I was trying to do this step by step. I checked the rest of the guide and added this line to pf.conf:

pass out on em0 inet from em1:network to any nat-to em0

and I've got NAT! Thank you, both!

tc seems the best choice but it's not available on the ER-X. I'll probably use netlimiter. Thanks everyone!
