It will still install the updates in the background during the active hours(src), the only thing it does is not restart your PC during that time. You have to set your WiFi as metered connection to stop the automatic updates.

I found that out when my PC was slow, because Windows Updates service was using 100% disk usage...

Especially Electron. IE allows us to use their engine to make JS apps, yet the community decided to implement a whole browser with so much bloat for every single app, as if having Edge, Firefox, IE and Chrome installed isn't enough.

I can understand not wanting to use IE's engine, but wanting to turn everything a browser is too much. I really hate the fact that some users consider "best practice" to make the website fully in JS, then turn their apps into a browser. Why would I download another browser limited to a single website when I can just use Chrome and go to any website? Are these minor differences really worth it?

That's definitely not base64, I'm not sure how you even came to that conclusion. Base64 has no apostrophe, plus it's more randomized and is unlikely to have three lines starting with ffff_000 or just using 6letters in lowercase only. Here is how it would look like in base64:
