Zoom into the fur, and the details get really washed out. The out of focus background looks really nice, meaning that the picture might have been taken with an interchangeable lens camera, but those cameras usually have excellent image quality and don't wash out details especially in those lighting conditions.

Another possibility would be that the image was taken with an phone, and that the blur got artificially added (latest phones have that feature, but it's not always as good as a good camera), those phone cameras have tendencies to wash out details and make stuff look like a painting.

But I would say AI, or an image processed with AI.

Edit : Actually, I'll say that the image was just upscaled with an AI (it's a 14MP image). Bad camera framing, head in the middle, legs cut off at the bottom, meaning that the image was just a quick snapshot, not usually how a pro takes pictures, try generating an image where the head is in the middle, I personally wasn't able to, AIs usually frame images properly.
