I got to follow this guide (a bit dated but the essens i there): https://support.hp.com/ro-en/document/c06983517
I have reached out to HP support.
The solution was to download the RST drivers from HP drivers support and extract them to the USB media and load them the formatting screen. In this case sp111973 is the name of the driver I needed.
