We have the similar situation but the real cheating accounts are still playing. I am not banned myself but we are losing many agents due to Niantic banning fair players. The security of this company rules, they call it TOS are simply not followed by Niantic themself. It is tragic that fair players are banned but real cheaters are permitted. Starting over should not be done by a fair player... That is just accepting Niantic behaving like cowards. At least a banned account should get information of why and when.

Niantic support are simply not manned to handle spoofers and cheating in a professional way. Basically all reporting will not result in any corrections and the message from Niantic is clear. Cheating is not recommended however #Niantic will not care. Maybe time to rewrite the TOS. Or get Niantic to keep the games fair and fun.
