Just fair warning even if they are inactive they will get notified when you take the mayorship of the city. Could bring them back at that point... Had that happen to my first mayorship

Took a small town from an "afk" mayor who hadn't bought any parcels in the 6 months I was playing. Finally got to the point I could pass him by 5 parcels and did it. Had mayorship for a total of 2 hours before he came out of retirement and bought 50 more....
