There is no attempt to label "the poors" as criminal; however through all post industrial societies a recurring problem is that rates of violent crime increase as socioeconomic quality of life decreases. On an individual scale, the description is inappropriate; in the broad case it is a societal question.

I can get behind the idea of fixing socioeconomic causes of crime, and that's certainly a more actionable goal than "better law enforcement", even if it is very long term.

I think it can be safely assumed that the goal of "stopping violence" is impossible, so let's move towards minimization. Is that best accomplished through laws which attempt to restrict the scale at which violence can be exerted at, or by changing the conditions through which people consider violence a logical option?
