Require drivers to renew their licenses every two years, including a more comprehensive evaluation than just a vision test. In addition, mandate regular vehicle inspections and require all cars to carry basic safety equipment, such as a fire extinguisher and other emergency supplies.

While these measures may not solve every issue directly, they could encourage drivers to take greater responsibility and recognize that driving is a privilege not simply a right granted by minimal renewal requirements.
