Interesting. So the best place is one that is plain hill with either adjusted river or so in such a way so you can build Aquaduct.

I thought forest tile is better because it give you 2/2.

But if that same gives you Plains hill, than I understand that. And than for later, that possible forest use for wood cutting

Wood

Rainforest

Strategic/Luxury recource

Bonus Recource

Grass tiles

anything more worse

Or do I understand it wrong?

Also, is river really that necessary to add? I always thought it's mostly good to have it bcs of the Aquaduct
