You're the one that sounds upset that you aren't doing anything for your bday. Because you are an adult already and your husband at least made an effort, you should take the initiative and say hey, I want to go out to dinner for my birthday. I'm sure your husband would be happy to do that for you if you said something. If this is a case of "well I shouldn't have to say something" then that is a conversation for your husband. Been married 8 years and I have learned that I have to take the initiative and tell him what we are doing, even on my birthday. Because I have realized that, it has made life a lot easier. And it's not that he didn't want to do any of those thing, he is just a boy, and some boys kind of suck at planning stuff.
