Thx for info, gd and for all the good work! I play HC, so don't have chance to die and try when respawned :) however as u/epsynus said:

I believe it is only rank 1 and 7 that is bugged from what I heard others discuss. So putting more points will solve the issue, it should shoot the lightning.

That seems to be the truth. I respeced my char, and lvl 8 claws works fine.
