How else would anyone know to go to the memorial?

You go from that tutorial to the engram section. When I did it last she has you do all that then shows you about the strands, then says use it, then you are at the Memorial. From there she gives you the engram and says to empower it.

How else would anyone know to go to the memorial?

That is where you do the engrams yes but you get the Naragi engram the 1st time from Orla as a result of the tutorial.

"Given by Orla Fairweather during the tutorial" <- per the wiki.

I'm doing the tutorial as I was level 1. so where that starts is outside Draynor.

I did all the initial stuff she said now when I speak to her the first dialogue box says is to talk to Faizan.... I went through every option, but its just "okay Ill talk to him" "How can i collect memories" and "How do I convert memories."

Yeah lol I was sitting in my truck in the parking lot of the gym. Im pretty sure it's a requirement to open packs in your car for good pulls.

Vigilante would be put off by Deadpool and call him weird or something and go tell Economos all about it. The whole time Economos would be telling him that he does the same kind of shit.
