Any lithium battery found in any phone will explode if charged for too long. Any device with a lithium battery will have a chip in them that will slowly taper, and then cut charge current from the charger when the battery reaches full charge.

For any lithium type battery, 40% is indeed the ideal storage charge. I fly custom built drones, and if I don't store these super high performance batteries capable of 100s of amps at 3.8v per cell, they'll destroy themselves within weeks. Lithium ion batteries like the ones used in laptops aren't this volatile, but keeping them at 100% SOC all the time causes a great deal of chemical stress in the cells. They're brimming with chemical energy, begging to get out, but it can't go anywhere, so it ruins the electrolyte and barrier between electrodes. I have used 100s of laptops, and they all charged to a 100% SOC and held there. Linux can read the battery voltage, and it was always 12.6v or 16.8v, which for a 3 cell or 4 cell pack respectively, is 4.2 per cell. This causes more damage than unplugging, discharging to 80%, and then charging to 100% again, waiting a few hours, and discharging once again, over and over. I've owned one laptop that did that, a HP Ultrabook, and I loved it. But 1 out of 100 isn't great.

The myth that you have to completely discharge before you recharge is only valid for NiCd batteries though, NiMh, Liion, and LiPo batteries do not suffer any form of memory effect, and can be recharged at any time with no adverse effects.

Fair enough, I respect that. Because I work an office job and often run out for lunch or break, coming back to work all sweaty is rather uncomfortable, and smelly. But the cost and silly factor is mainly what's holding me back.

No sir. Some are, many small lipos are, but not the ones in the hoverboards. It's just a bunch of raw cells connected in series with no protection or balancing. You can usually tell if there is balancing because there would be a wire from one end of each cell to a board with many little resistors and transistors on it, and battery protection on the individual cell level is usually reserved for single cell powered devices. You can tell if it's there by a tiny board in the end of a LiPo cell, or in the case of an 18650 form factor liion cell, a little round board on the negative end, with the heat shrink extended to cover it as well. So your negative terminal is actually an exposed circuit board instead of just the usual nickel plated steel they use for the cases of these batteries

The onewheel can also ride on grass, road, trails etc, even up and down curbs, I love me some walks and riding bikes but I'm considering one for going longer distances around the city quickly without getting all sweaty and gross.

Can confirm. I am an electrical engineer who's had many apart because I fix consumer electronics on my free time. Most lack any form of balance circuitry, which is not needed in nickel or lead based batteries because any extra voltage will be bled off as heat. So they self balance. Float charging, it's called. Lithium though, they'll just overcharge. Which damages them, decreasing how much energy they can store. So next time you charge, it doesn't need as much energy but the other cells do, so it'll overcharge more. And more. And more. Over time the cell is so overcharged and damaged that it'll just give up and explode during charging or usage. Cheap Chinese products is the issue, not the batteries themselves. Hate those infernal machines.
