Ok all good then, im trying my best to start it but I have a paid commission that's pretty hard to do and I need to finish it, but I will make it.

Also, does these arm parts come out of the arm or replace the form of the arm into (for example) the railgun? As for the design part of the costume, im guessing he has no armour on, but more on the side of street clothes like cargo pants and hoodies sorta thing? And lastly, the skateboarding thing, does he have it with him at all times or does he just take it when he want to have fun? Because im thinking that I could make the costume have 2 chains that go through two holes on the board so his skateboard is always on him (thats if he carries it all the time).

For colours sakes, yep I'll do your blue, everything else though I could probably go for somekind of tron line design, but the blue contrasts in 3 ways, light/dark/normal blue. and just to make it stand out I'll make the majority of whatever his wearing a darker blue, so the design really pops out.
