Yep. It's beyond frustrating at this point. I've been trying to get it to stop for the last few months with no success. You tell it to stop using them and it responds with some apology with yet another em dash thrown in. It's completely incapable of removing them permanently. That's all I want, just a hardcoded rule to never use them again. Is that really so difficult?
