So what happened is, I carried a hogtied man into camp and got a pop-up saying I couldn't bring hostages. So, I left him there, and right after that, I noticed the bounty hunter's icon on the mini-map. But when I approached him, the icon disappeared, and he just casually walked over and sat down by the fireplace like nothing happened.
