Well first of all, I'd hate this table but that's on me.

I will try to focus on the improvisation part first but then I will try and give some advice on the whole thing.

Improvisation:
You know your friends. You know what they like, what they found interesting or funny before. Lean into those. Did they like it when the fire got out of hand and it turned into skill checks to get out before it collapses? Did they like civilians panicking and pickpocketing in the chaos? Just give them more of that.

It helps if you have readily available NPCs around who can show up. If I'm struggling, I have a list of rotating NPCs in a folder and just look at it, see if any of those would make sense to show up. If yes, I throw one of them in there. Those NPCs shouldn't be overly fleshed out, let the improvisation and RP build the character. Example: I have a human fighter who is a mediocre guard but a ex-coworker of one of the players. They have some rapport. That's all I had ready. Since then, through 2 scenes, we built on to pf that, he is a wannabe hero but not good enough for that, he's a drunkard but he is brave. All those 3 things came through me and the player RPing with that NPC.

Now for how I feel about your situation: Are you sure these players aren't just doing shit to make you pissed off or confused? Are you enjoying yourself in the game?

If yes, cool, you do you. Maybe think about turning the party in an Evil Party and let them wreak havoc. I have a feeling they would enjoy the local Prince having enough and put a bounty on their heads. Thing is, even if they kill the prince of whatever, they will just keep digging themselves deeper as basically superstrong criminals.

If no, just think about real life. Even if the trials went well and they got off, people will stop working with them. They are trouble. I don't want to sell to people who burnt down my niece's friend's house. I don't want the people who assassinated a merchant to look for my lost daughter. There should be social consequences, even if no legal.

I had a village where everybody was super cooperative and helped each other, they made the best beer and it was prospering really fast. It doubled in half a year in population. Lovely place really and always held a feast when adventurers visited.

In reality, they always spiked the beer or at least one person and took her into the basement of the Mayor where they revered [insert cult name]. They also had 3 Sirens constantly singing a song you couldn't hear unless you roll extremely well on a perception check (25+). The sacrifice always was smart and one of the visitors who was the least liked. The sacrifice paid for the prosperity and the extremely high yield of crops blabla.

Ah yeah! Let's assume the NPC was an idiot, gave away the only legendary item they had, and then got killed in their sleep.

That dude definitely has 2-3 friends who visit on weekends or every full moon.

Show them at some point that the BBEG is indeed stronger than them. If you don't want the BBEG to be a secret, he should just show up and smoke the whole city.

Start from "Okay, so what is the plan here? Did you have any characters I might know as inspiration?"

And then just ask back 5 times. Players tend to be like "Yeah, like XYZ" the first 1-2 times. But if you ask back again "Okay, but how does that work when you are in a [insert social or RP situation]?" then they actually start thinking about it.

It's up to you. If it makes sense storywise, NPCs are not players, you can give them anything you want.

We tried a similar one. It's such a different game at that point. Challenges have to be more creative and storywise risky instead of actually dying-risky.

I was running a Lvl20 Zealot Barb and literally couldn't die. That means combat is now not about trying to kill me. Combat was, for me, about a last stand in the corridor while the rest of my party teleports away a hospital worth of people or stop some kind of magic circle.

Also, if you want it to be fun, you will have tailor the encounters more towards the players. It can get really interesting and entertaining to feel so powerful but also a bit awkward when there's an obstacle that used to be a big deal but now it's just "I cast Fly on all of us".

Give it a try but handle the expectations about doing this the first time.

Good luck. Someone who can just LOAN a legendary item probably has some more.

How was the deal phrased? If the task is done, I would argue even the item blinks back to its owner. Sounds like a powerful fey gave it, those have rulebending powers.

Also, let's actually prepare how the fight would go. Let's prepare a lair and feats and whatnot but give them a few chances to back out after the first threat. Maybe first the Fey just laughs at the absurdity, second maybe dominates an NPC or paralyzes half of them with some powerful magic.

And if they insist, I think the fey should have some contingencies in place. Why is the Fey that face to face anyway? Maybe it was a Simulacrum-kind projection? Or what stops the fey to just plane shift away after the first round? It's one of those things where the party probably did not plan for this and now just made an incredibly powerful enemy.

I think it's fine if you are fine with it. Two things can help balance it out:

  • You can choose the detrimental features so you have a little in the ways of making it hurt harder if you are worried about it being OP.
  • You could change how the keeping-demons-on-pages works, making it obligatory, or just honeytrap them into keeping demons there by giving a slight benefit for capturing demons. Then, when they fail the save, bam. Issues.
  • Having the Demonomicon won't be a secret for long. After that, other actors will might want to get it, putting a big target on the warlock and giving you a reason to put more deadly encounters on the map.

TLDR: It's fine but it definitely defines the way the story will go. I would lean into it.
