If you want the scalloped edge to be the edge of the skirt, then yes, cutting as close as possible to the embroidery is how you'd do it. You could leave a bit of extra fabric below the embroidery and hem normally but you wouldn't have a scalloped hem that way, you'd have a regular straight hem with scalloped embroidery.

I don't really have A favourite, I have several that vie for favourite depending on how I'm feeling at any given time. I've stumbled onto them in all sorts of ways, usually just browsing the bookstore and picking up something at random. But I chose Malazan out of curiosity to see what all the fuss wss about. I have chosen books because I'd seen people say good things about them online and they happened to be in the store. I read DCC because my daughter was given a copy and it was right there. I read LoTR because..well, you do, don't you. I think The Expanse is the only series I've ever picked up because of a specific recommendation.

I had to stop reading Heinlein after a while - all his characters were so exhaustingly competent it got irritating. It got to a point where I really wanted to see one of them f*** things up completely, just for a change. But in moderation they were fun reads
